Jeffrey Elder M.D.

Director of EMS/Medical Director

Dr. Jeffrey Elder is currently the Director and Medical Director for New Orleans EMS.  He is the Medical Director of the New Orleans Fire Department and is the Chief Medical Officer for New Orleans Office of Homeland Security and Emergency Preparedness.  He also serves as the Medical Manager for Louisiana Task Force 1 and as a Tactical Physician for the New Orleans Police Department Special Operations Division.  Dr. Elder previously served as the Deputy Medical Director of New Orleans EMS.

A graduate of LSU School of Medicine, Dr. Elder began his career in EMS while training as a resident in Emergency Medicine at Louisiana State University Health Sciences Center.  As a resident, Dr. Elder rode along with New Orleans EMS paramedics, serving as online and on scene medical control for the City of New Orleans.  While working with some of the best paramedics in the country, he learned how advances in prehospital medicine could drive in-hospital emergency medical care.   Dr. Elder graduated from the LSU emergency medicine program in 2009, serving as Chief Resident in his final year of residency. He went on to complete a fellowship in Emergency Medical Services at New Orleans EMS in 2010.  Dr. Elder is currently a Clinical Assistant Professor of Medicine in the Section of Emergency Medicine at Interim LSU Hospital in New Orleans. He is board certified in both Emergency Medicine and Emergency Medical Services by the American Board of Emergency Medicine.

As Director and Medical Director, Dr. Elder manages over 150 EMTs and Paramedics that are employed by New Orleans EMS.  He is actively involved in direction of all prehospital medical policies in the City of New Orleans as well as regional EMS protocols.  He is an instructor in ACLS, PALS, and PHTLS.  His interests include advanced airway techniques and training, prehospital time sensitive illness, and prehospital cardiac arrest survival.

Carl Flores

Deputy Director/Chief of EMS

Carl A. Flores is the Deputy Director / Chief for New Orleans EMS. Chief Flores has served in his current role since the winter 2007. With a team of 150 paid employees and 125 volunteers at New Orleans EMS, he continues to perform in this critical role as the New Orleans EMS system develops with his experience and leadership.

Chief Flores first studied to be an EMT at Pima Community College in Tucson, AZ, where key training focuses went beyond the basic EMS curriculum and concentrated on rope and water rescue training. Upon completing his training and gaining his national certifications, Chief Flores began his career in a path that is not unfamiliar to successful leaders in New Orleans EMS – as a volunteer in 1993 through the Volunteers in Government of Responsibility (VIGOR). After accepting a position as an EMT Basic, he quickly advanced his level to an EMT-Intermediate where he served the citizens and visitors of New Orleans in several capacities while training to be a Paramedic.  During this time Chief Flores cross-trained as dispatcher where he obtained his Emergency Medical Dispatcher (EMD) certification and achieved the level of dispatch supervisor. In the position of rescue technician, Chief Flores was able to provide critical extrication services on difficult rescue scenes; although in his new role he maintains the passion to teach others as a vehicle extrication instructor for New Orleans EMS. Emergency Medicine focused, Chief Flores continued to advance his knowledge obtaining his instructors certifications in CPR, Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), Basic Trauma Life Support (BTLS), and Pre-Hospital Trauma Life Support (PHTLS) which helped in training new employees and Paramedic students. In 2004 he became an Emergency Medical Coordinator, Assistant (Supervisor) where he served as a Field Supervisor. Immediately preceding his current role, Chief Flores was appointed as the Director of Logistics following Hurricane Katrina, a position which played a pivotal role in the rebuilding and procurement process that replaced the destroyed and lost equipment following Hurricane Katrina. Since that time, Chief Flores has led New Orleans EMS in the acquisition of greater than $4.0 million dollars in new equipment and the rebirth of New Orleans EMS.

This rebirth was culminated in 2012 when New Orleans EMS was named the Dick Ferno Emergency Medical paid Service of the year.

Although Chief Flores is very dedicated to the City of New Orleans and its citizens, the major focus of his life revolves around his family. Without the support and sacrifice of his wife Heather and their three children he would not be able to commit such time and efforts to make New Orleans EMS one of the premiere EMS services in the country.

Ken Bouvier

Deputy Chief of Operations

Ken Bouvier serves as the Deputy Chief of Operations for New Orleans Emergency Medical Services. Chief Bouvier is responsible for overseeing the day-to-day field operations. Duties include leading and commanding all of the division’s EMTs, Paramedics, Rescue Technicians, and Supervisors. New Orleans EMS responds to over 58,000 emergency calls for service annually and provides the highest quality of care to the citizens and visitors of New Orleans.  Four decades of EMS experience makes Chief Bouvier an easy choice to command some of New Orleans largest events, such as Mardi Gras.

Chief Bouvier began his EMS career in 1974 after completing the Academy of Orthopedic Surgeons Advanced Ambulance Course and the American Red Cross Advanced First Aid Course. In 1975 Chief Bouvier was hired by the Monsanto Company.  In 1979 Monsanto asked Chief Bouvier to become an EMT-Basic and he was later appointed as Fire Chief, where he served for 37 years until retirement in 2012. Concurrently while working at Monsanto, his leadership skills began to emerge.  In 1980 he was instrumental in the establishment of a private ambulance company titled Gulf States EMS, (which later became Medic One) which he worked for until 1988. Chief Bouvier earned his EMT-Intermediate certification in 1987 and was hired as a part-time employee by New Orleans Health Department EMS Division in 1989; Chief Bouvier then earned his Paramedic certification in 2000. In 2004 Chief Bouvier was appointed to the Health Department EMS Administrative Staff as their Administrative Liaison. In 2012 Chief Bouvier became a full time employee and Deputy Chief of Logistics and Special Operations. On January 1st, 2014 Chief Bouvier became the Deputy Chief of Operations.

Chief Bouvier has an extensive educational background and holds certifications in Emergency Response from Louisiana State University, Texas A&M University, Florida State Fire College and the National Fire Academy.

In addition to these endeavors, he has served as the President of the National Association of Emergency Medical Technicians (NAEMT) from 2004 – 2006. In 1989 Chief Bouvier received the Robert E. Motley National EMT of the Year Award. In 2008 he received the prestigious Rocco V. Morando Lifetime Achievement Award. He is recognized both nationally and internationally by United Who’s Who as a professional speaker in the field of EMS.

Chief Bouvier has utilized his diverse experience – which includes his response to major incidents such as the 1976 Luling Ferry Disaster, the 1977 Continental Grain Elevator Explosion, 1982 Kenner Pan AM Plane crash, the 1988 Cabildo fire, 1993 Fair Grounds fire, the 1996 Bright Field ship collision and Hurricane Katrina – to contribute to educational opportunities for EMTs, Firefighters, and other emergency responders around the country. He serves on the Advisory Board of EMS Magazine, and is a published author featured in numerous EMS and Fire Service publications. He has made written contributions in 11 EMS textbooks and is the author of several video training tapes.

Chief Bouvier is married to his highschool sweetheart Debbie, and has two daughters, Kristen and Kimberly.

Yolanda Wilson

Deputy Chief of Planning, Finance, and Human Resources

Yolanda Wilson was appointed to the position of Deputy Chief of Planning, Finance, and Human Resources in 2006. Deputy Chief Wilson oversees the planning and delineation of new policy and procedures, which include standard operating procedures as well as emergency operations procedures. Additional duties as the Planning Director include overseeing New Orleans EMS Liaison personnel in the Departments of Homeland Security and Emergency Operations Center as well as oversees EMS Human Resources, Finance and Orleans Parish EMT permitting.

In 1996, she received the City of New Orleans’ Paramedic of the Year Award. Most recently, she obtained recognition from National Registry of Emergency Medical Technicians for 20 consecutive years of service.

Deputy Chief Wilson’s interest in becoming an Emergency Medical Technician blossomed while she was working at Plaquemines Parish General Hospital in the Nursing Department. She earned her EMT-Basic certification in 1987 and relocated to New Orleans for employment. After earning her EMT-Intermediate certification in 1989, Deputy Chief Wilson volunteered through the Volunteer in Government of Responsibility (V.I.G.O.R.) program with New Orleans EMS and was then employed by the City of New Orleans on March 15, 1989.

Deputy Chief Wilson was raised in Buras, Louisiana. After graduating from Buras High School in 1981, she completed her studies in clerical/accounting in 1984. She became an EMT- Paramedic in 1990. In 1999, she obtained an Associates Degree in Computer Engineering and promoted to the position of Emergency Medical Coordinator, Assistant (Supervisor) in 1999.

Barbara Ireland

Deputy Chief of Communications

Barbara Ireland became Deputy Chief of Communications for New Orleans Emergency Medical Services (NOEMS) after Hurricane Katrina. As such, she has been an integral part in the rebuilding of the Orleans Parish 911 Center and Public Safety radio communications. She is a member of Louisiana Region 1 Radio Interoperability Committee, establishing radio communication interoperability within Louisiana’s Region 1 Public Safety agencies and with Louisiana State Police.

Deputy Chief Ireland began her career with the City of New Orleans as a field paramedic in 1985. Since achieving Emergency Medical Coordinator, Assistant (Supervisor) in 1987, she has filled several different roles including that of a field supervisor and as Education Coordinator.

Barbara holds a Bachelor’s Degree in Psychology from the University of New Orleans and an Associate Science - Paramedic from Delgado Community College. She also holds several instructor credentials, teaching for Louisiana State Bureau of EMS, the American Heart Association, and the Governor’s Office of Homeland Security and Emergency Preparedness.

In her leisure time she is a volunteer with Audubon Zoo, a member of a Star Wars costuming group working with children’s charities, enjoys family and traveling.

Lynn Ramagos

Deputy Chief of Education and Training

Deputy Chief Lynn Ramagos has served with the EMS Division in the City of New Orleans for over 22 years. He began his tenure as a VIGOR for the Health Department in 1991 and was hired a year later as a field EMT.  In 1993 he, became a Nationally Registered Paramedic.  In 2002, he was promoted to Field Supervisor and, after ten years, was promoted to Deputy Chief of Training and Education.

Current responsibilities include overseeing the Education and Community Outreach Divisions.  He also manages the Drive Cam/Lynx system to ensure safe driving practices by the field staff, is a Lytx and Everbridge Administrator, and is a member of the team involved in the interview process of new applicants and overseeing their departmental orientation.  He is Chairperson of the NOEMS Accident Review Board and is part of the management team of ImageTrend.

Educational background includes instructorships in Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), PreHospital Trauma Life Support (PHTLS) and Advanced Medical Life Support (AMLS).   He is additionally Haz-Mat Technician and I.P.M.B.A. certified and also has an Associate Degree of Applied Science in Paramedic Studies from Delgado Community College.  

Lynn resides in the City of New Orleans and is married with one son. He is an avid sports fan and enjoys traveling with his family to LSU baseball and football games. He and his family also enjoy supporting our Saints team, regularly attending games.

Rebecca Benelli

Administrative Liaison and VIGOR Coordinator

Rebecca “Becky” Benelli currently holds the rank of Major and serves a dual role with New Orleans EMS.  She is the Administrative Liaison and VIGOR (Volunteer In Government of Responsibility) Coordinator.  As the Administrative Liaison, she assists the Chief of EMS and Medical Director in updating and maintaining Policies and Procedures for the department.  As the VIGOR Coordinator, she orients, educates, and supervises the VIGORs as they prepare to assist the medics of New Orleans EMS in caring for the City’s residents and visitors.

Major Benelli began her medical career as a Licensed Practical Nurse (LPN) in 1991.  As a graduate of the second LPN class offered by Nunez Community College, she gained employment at St. Charles General Hospital working as a LPN.  It was not long after that she was introduced to the world of pre-hospital emergency medicine and knew that was where she wanted to continue her career.  Major Benelli received her EMT-Basic in June of 1982.  Shortly thereafter, she joined the NOPD’s Emergency Medical Division. Two years later, in August of 1984, she progressed to the ranks of EMT-Intermediate.  Major Benelli worked for the NOPD’s Emergency Medical Division until EMS was transferred to the New Orleans Health Department in 1985.  She remained with the New Orleans Police Department until she retired with the rank of Sergeant in 2008.  During her tenure with the NOPD, she worked in District Patrol, Crime Prevention, as a District Supervisor, as the Record Room Commander, as the Range Commander, and as the Assistant Commander over the Crime Lab.  While working at NOPD, Major Benelli attended Delgado Community College and received an Associate Degree in General Studies in 1999.  After retirement, she still had a passion for pre-hospital emergency medicine and EMS.  She began to volunteer with New Orleans EMS as a VIGOR.  In June of 2011, because of her past passion for EMS and innate ability to lead and organize others, she was asked to expand her role and become the VIGOR Coordinator.  As the VIGOR Coordinator, Major Benelli organizes the volunteers for special events as well as insures that all licensure is up to date.  In June of 2013, she was hired as the Administrative Liaison and VIGOR Coordinator for New Orleans EMS, where she continues to work today.

Major Benelli has been happily married to David Benelli for more than 20 years.  They have one daughter, Dana.  Becky also has a step daughter, Becky, and a grandson Ty.

Robyn Burchfield

Patient Advocacy and Community Health

     A native New Orleanian, Robyn was trained by the City of New Orleans Paramedic Program and served as an EMT, Paramedic, and Paramedic Preceptor at New Orleans Health Department EMS from 1988 - 1998. When she left N.O.H.D EMS, she vowed to return one day after experiencing a little more of the world.

     While serving as a civilian Flight Paramedic at a remote U.S. military base on Johnston Atoll, she became a PADI-certified Advanced Open Water Scuba Diver & Rescue Diver. As part of her training at what was then the world’s only Chemical Weapons disassembly facility, she was certified in Medical Management of Chemical & Biological Casualties and Hot Line Decontamination Management via the U.S Army. She is one of the few in New Orleans with real-world experience rescuing and treating people exposed to the chemical agents Sarin, VX, & Mustard gas.

     After living in the Hawaiian Islands & missing her family and hometown, she moved back to New Orleans with renewed passion to help rebuild and improve healthcare in post-Katrina New Orleans.  Now a Registered Nurse & Charity School of Nursing grad, as well as a cancer survivor, Robyn feels blessed to be able to keep her vow, having returned to New Orleans EMS in 2011 to advocate for our patients amidst a fractured healthcare system. By collaborating with hospitals & social service agencies, she ensures our EMS patients receive continuity of care & services, especially for our chronically ill, frail elders, children, and our vulnerable citizens & visitors who are homeless, struggling with mental illness, and/or addiction to alcohol or drugs. 

     Robyn is helping lead our innovative efforts to create Community Paramedicine, where we identify our patients who frequently call EMS & go to Emergency Rooms, and provide them with care coordination, readmission prevention, & access to an array of social services with our many community partners, as well as teaching on disease prevention & self-manangment.  New Orleans EMS’ motto, “So that others may live”, is based on our expertise at providing advanced life-saving emergency care. With Robyn’s collaborative work in EMS Community Health, our motto becomes “So that others may live and thrive!”.

Darryl Richardson

Field Supervisor

Captain Darryl Richardson currently serves as the B Watch Field Supervisor for New Orleans EMS.  He has held this position since 1993, and his duties include overseeing the daily operations of the men and women on his watch, as well as ensuring that medics provide the highest quality emergency medical treatment as dictated in the New Orleans EMS Mission Statement. 

Captain Richardson received a Bachelor’s Degree in Biology from Southern University New Orleans in 1981.  He went on to become an EMT-Basic in 1982, and received his certification as a Paramedic in 1987.  Captain Richardson started his EMS career with the City of New Orleans in 1985, and his leadership skills have led to him being the longest serving Field Supervisor within the division.

As a native of New Orleans, Captain Richardson is dedicated to the city he loves and regularly works toward bettering the lives of his fellow citizens.  He is an active member of the Zulu Social Aid and Pleasure Club.

Kevin Hoag

Field Supervisor

Captain Kevin Hoag serves as the B Watch Field Supervisor for New Orleans EMS, and his duties include overseeing the daily operations of the men and women on his watch, as well as ensuring that medics provide the highest quality emergency medical treatment as dictated in the New Orleans EMS Mission Statement.

Captain Hoag proudly served our country as a member of the United States Navy (both active and reserve) from 1982 until 1993.  He became an EMT-Basic in 1991, and worked for various private ambulance services before joining the city ranks in 1993.  He obtained both national and state certification as a Paramedic in 1996, and additionally has been an instructor in CPR, BTLS, ACLS, and PALS.

Christopher Keller

Field Supervisor

Captain Chris Keller is currently serving as the NOEMS C Watch Field Supervisor.  He has been serving in this role for the past 3 years, and has been employed by the city since 2002.  He has recently received National Registry’s 20 year certification recognition as a Nationally Registered EMT-Paramedic.

Captain Keller has come up through the ranks as a field operations Paramedic, a sprint Paramedic, and served as a Rescue Technician on the NOEMS Rescue Unit with multiple disciplines of rescue training received in Vehicle Extrication Rescue Technician Instructor, Swift Water Rescue Technician, Structural Collapse Technician (USAR), Public Safety Rescue Diver, Water Rescue Specialist, Rope Rescue Operations, and Confined Space Rescue Operations.  He also works the Bike Team as an IPMBA certified medic, and has attended all of the associated NIMS courses for EMS administrative staff. 

Captain Keller graduated Caddo Parish Magnet High School in Shreveport, LA in 1988, and then moved to Lafayette, LA to attend ULL College of Nursing Department of Emergency Health Science where he attained his NREMT-Basic.  He then attended East Baton Rouge Parish Paramedic Academy for training where he graduated and received his NREMT-Paramedic Certification in 1995.  Chris has also worked in the Emergency Air Medical Transport industry, serving multiple South Louisiana parishes as a helicopter Chief Flight Paramedic for scene flight patient evacuation, and inter-facility transports.

 While working full-time at NOEMS, Captain Keller was able to attain his latest goal after receiving his FAA Private Pilot’s License for Rotor Wing-Helicopter.   In his off time, he enjoys flying helicopters, scuba diving, off-roading in his 4X4, camping, and hiking.

Jeremy Vercouteren

Field Supervisor

Captain Jeremy Vercouteren is the D Watch Field Supervisor for New Orleans EMS.  He has held this position since 2013, and his duties include overseeing the daily operations of the men and women on his watch, as well as ensuring that medics provide the highest quality emergency medical treatment as dictated in the New Orleans EMS Mission Statement.

Captain Vercouteren received his EMT Basic training from Delgado Community College in 2006, and went on to study to become a Paramedic at Nunez Community College.  He gained his certification as Paramedic in 2009, and has been proudly serving with New Orleans EMS since 2007.  Though he is the youngest Field Supervisor within the division, Captain Vercouteren’s strong leadership abilities and above-par patient care skills have cemented him as an indispensable member of the EMS team.  He is also a certified PHTLS (Pre-Hospital Trauma Life Support) instructor.

Though he grew up in south Florida, Captain Vercouteren has called New Orleans his home since 2001.  He is proud to serve the residents and visitors of New Orleans, and committed to helping ensure that New Orleans EMS continues to shine.

William Niemeck

Education Coordinator

Lieutenant William Niemeck was appointed to the position of Education Coordinator in 2005. Since that time, he has been responsible for the initial education and training as well as recertification of all New Orleans EMS personnel.

Lieutenant Niemeck is a proud graduate of De La Salle High School.  He received a degree in 2000 through Delgado Community College’s Allied Health Program.  Prior to his EMS career, he was an officer with New Orleans Harbor Police where he received a commendation for pursuing and apprehending an armed robbery suspect. He was also a founding member of NOPD’s Crisis Intervention Unit where he received a commendation for talking and transporting a suicidal patient from jumping off the Mississippi River Bridge. He began his career with New Orleans Health Department EMS in February 1991. He started out as a field paramedic, and his dedication to furthering both his own knowledge base as well as his coworkers led to him securing his current position.  During Hurricane Katrina Lieutenant Niemeck was assigned to the LA Bureau of EMS Emergency Operations Center where he had the role of NOEMS Liaison and was responsible for assisting with coordinating equipment and assets used in the massive recovery effort. His duties were again requested during Hurricane Gustav.  He is affiliate faculty with Operation Life saver Training Center, and is a certified Instructor in BLS, ACLS, PHTLS, PALS, PEPP, and Active Shooter. He additionally holds certifications as a Dive Rescue Specialist, Hazardous Materials Technician, IPMBA EMS Cyclist and is a Bureau of EMS Instructor.  Lieutenant Niemeck is the Medical Manager for LA Task Force 1, one of 3 state Urban Search and Rescue Teams.  He was recognized for his assistance while deployed for the Tuscaloosa Tornado of 2011, and has also been recognized by the White House Medical Unit for his participation in presidential details. He is also involved with LSU Interim Hospitals Sudden Impact Program.

Lieutenant Niemeck spends his off time supporting his daughter’s cross country and track meets as well as her equestrian competitions.

Cedric Palmisano

Planning Coordinator/EOC Liason

Lieutenant Cedric Palmisano is the New Orleans EMS Planning Coordinator; during times of disaster Lieutenant Palmisano performs duties as the EMS Liaison to the New Orleans Emergency Operations Center (EOC). As the EMS liaison to the EOC, his responsibilities include coordinating local, state, and federal emergency medical response pre and post disaster as well as mass surge events. As the EMS planning coordinator, he is responsible for planning and coordinating medical coverage for special events including Mardi Gras, French Quarter Festival, the Mardi Gras Marathon, holiday events and any other event that may require an EMS presence in Orleans Parish. He is the point of contact for anyone requiring medical coverage at an event. He assists organizations with the EMS portion of their event plan and occasionally can be found overseeing EMS coverage at events.

Lieutenant Palmisano is a NREMT - Paramedic and has been in EMS since 1994. He started as a Volunteer in Government of Responsibility (VIGOR) with New Orleans EMS in the summer of 1994. He became an employee of the City in the spring of 1996. In 2005 after Hurricane Katrina, Lieutenant Palmisano was assigned to the New Orleans EOC where he spent many long days working to get the city back on its feet. He was the Medical Branch Leader at the Union Passenger Terminal during the Hurricane Gustav evacuation and repopulation in fall of 2008.

He is the proud parent of two wonderful children. He is a graduate of Brother Martin High School class of 1992 and Graduated from Delgado Community College in 1998 with an Associates Degree of Science / Paramedic. He served in the Louisiana Army National Guard from 1998 to 2004 as a flight medic (DUSTOFF) with the 812th Medical Company (Air Ambulance). Prior to leaving the military Mr. Palmisano spent his last year of service on active duty in support of Operation Enduring Freedom.

Elizabeth Belcher

Community Outreach Coordinator / Public Information Officer

Lieutenant Liz Belcher serves as the lead Public Information Officer (PIO) and Community Outreach Coordinator for New Orleans EMS.  As PIO she serves as a source for timely and accurate information dissemination to the public, media, and other city agencies, as well as maintains the various social media outlets utilized by EMS.  As Community Outreach Coordinator, Lieutenant Belcher strives to reduce the rates of injury and mortality through public safety, education, and preparation initiatives. 

Lieutenant Belcher received her EMT Basic training at Delgado Community College in 2004.  She started her career with New Orleans Health Department EMS in 2005, just six months prior to Hurricane Katrina.  In 2008, after becoming frustrated with the rate of preventable injuries and illnesses she saw in the field, she was instrumental in establishing the position of Community Outreach Coordinator.  Lieutenant Belcher went on to further her knowledge base by training at the National Fire Academy, as well as by becoming an AHA certified BLS Instructor and a certified Child Passenger Safety Technician through Safe Kids Worldwide. She coordinates all of the division’s outreach events, including CPR classes for the public, the New Orleans EMS T.A.S.K. Force for children, bicycle safety rodeos, child passenger safety advocacy, and other programs designed to teach and empower vulnerable populations. Lieutenant Belcher works closely with the New Orleans Health Department and New Orleans Office of Homeland Security and Emergency Preparedness to identify and register medically compromised and mobility challenged citizens who would need assistance during a disaster or evacuation through the Special Needs Registry, which is a part of the City Assisted Evacuation Plan.  She served as the EMT Basic representative for the Governor’s EMS for Children Advisory Council from 2009 through 2011, and has been recognized by various local community organizations and public safety officials for her dedication to reducing morbidity and mortality rates among vulnerable populations.

Though she is a Floridian by birth, Lieutenant Belcher has been proud to call New Orleans home since 2001.  She is currently pursuing a degree in Sociology at the University of New Orleans, and plans to continue her education through the Masters of Public Health program at Tulane University.

Adam Brickeen

Homeland Security Liaison / Public Information Officer

Lieutenant Adam Brickeen is currently supporting our division as the New Orleans Office of Homeland Security and Emergency Preparedness (NOHSEP) Liaison (LNO) and as a Public Information Officer (PIO).  The New Orleans Office of Homeland Security and Emergency Preparedness  is responsible for disaster planning, response, and recovery for the City of New Orleans, and as LNO Lieutenant Brickeen is the main point of contact and leader of coordination between NOHSEP and the division of Emergency Medical Services.  Lieutenant Brickeen’s additional responsibilities as one of the divisions PIOs is to serve as a point of contact for  the media and help ensure that information provided to the public, first responders, and media is accurate and timely.

Lieutenant Brickeen began his pursuit in the emergency response field as a cadet at the age of 14.  He has served as both the ‘boots on the ground’ and as a supervisor for various fire departments and EMS departments.   Now with nearly two decades of service and an extensive list of training and certifications, Lieutenant Brickeen operates on many of the division’s special operations teams and helps train those looking to expand their knowledge and skills.  He is a SWAT Medic with New Orleans EMS’ SOD, as well as being trained as a Water Rescue Technician, Rescue/Extrication Technician, and is a member of the New Orleans EMS Bike Team.  Lieutenant Brickeen is certified by LSU-FETI (Louisiana State University Fire and Emergency Training Institute) as an Instructor, and is an IPMBA (International Police Mountain Bike Association) Instructor.

Wesley Pardew

Clinical Officer

Lieutenant Wesley Pardew, a New Orleans born native, is the Clinical Officer for New Orleans Emergency Medical Services. After graduating high school, he decided to follow the footsteps of his mother, and pursue a career in EMS. After successfully completing the EMT - Basic program at Delgado Community College, he relocated to the Washington D.C./Northern Virginia area.  While in the northern part of the southern states, his career included several aspects of emergency medicine.  Lieutenant Pardew was a member of the public, private, volunteer, and hospital sectors.  In 2003, he became a Cardiac Technician and certified as an Advance Life Support Provider in the Commonwealth of Virginia.

Lieutenant Pardew career as a certified trainer stems back to his volunteer days where he educated fellow peers, students, and members of the community, and other healthcare professionals.  He then moved on to become certified as an instructor in CPR, Advanced Cardiac Life Support, and has lectured on various topics to include public safety, awareness and general wellness.

In 2006, he relocated back to New Orleans, and bridged from Cardiac Technician to Emergency Medical Technician - Paramedic.  His employment originated with a privately based service where he received training to become a Paramedic Preceptor and shortly after, became a Field Supervisor. In 2008, he became employed with the City of New Orleans.  2009 began his move to educating new hires for the city of New Orleans, accepting the position as a Field Training Officer (FTO).  As a FTO, Lieutenant Pardew was responsible for orienting newly hired employees, educating them to the standards of care, and ensuring that they adhere to the mission statement of New Orleans EMS.  

In 2010, he accepted a position as Lieutenant (Assistant Supervisor), which began his management career with New Orleans EMS. In this role he assisted the Field Supervisors with various tasks from daily staffing, assisting personnel on 911 activations, educating peers, and planning.

In 2013, he accepted the position of Clinical Officer.  In this role, Lieutenant Pardew reviews patient care reports, provides feedback to treating paramedics, generates statistical reports, assists with development of clinical policies and procedures, updates medical protocols, has implemented a peer review process and provides all around Quality Assurance/Quality Improvement.  In the role of Clinical Officer for New Orleans EMS, he truly lives out his passion, and thrives for the best possible patient care provided to the citizens, and visitors of this great city.
