Transformation Plan for New Orleans

New Orleans Mayor Mitch Landrieu engaged The Public Strategies Group (PSG) to conduct a diagnostic assessment of the city organization to identify opportunities for transformational change that will increase the organization’s effectiveness, efficiency, adaptability, and capacity to innovate. Click here to view the Transformation Plan for New Orleans.


Budgeting For Outcomes:

Budgeting for Outcomes is a process designed to improve services and get a better return on investment of public dollars. A national best practice, the budgeting for outcome system encourages City agencies to invest public resources based on the result the City wants to achieve. Whereas in traditional budgeting systems, where budgets are based on incremental changes to the previous year’s level of effort, budgeting for outcomes ensures that all programs are funded based on how well they achieve the Mayor’s key priorities. Below are the six result areas for the 2011 budget and links to the “requests for offers” issued to all City departments, boards, and commissions:

  • Children & Families - Promote the health and well-being of youth and families by ensuring quality educational, economic, health and recreational programming opportunities are available for all. Request for offers
  • Economic Development - Spur the growth of a diverse economy that creates good-paying jobs and provides equal access to economic prosperity. Request for offers
  • Sustainable Communities - Support sustainable communities that integrate quality housing, transportation, schools, commercial development, energy efficiency, parks and green space, flood protection and cultural assets. Request for offers
  • Open and Effective Government - Ensure sound fiscal management and transparency, promote customer-driven, high-performing services and foster active citizen engagement in City government. Request for offers
  • Innovation - Create opportunities and address challenges by developing and implementing innovative solutions to transform City government, improve City services and promote efficiency. Request for offers

To gather community input on the 2011 budget, Mayor Landrieu, Deputy Mayor Kopplin, and Deputy Mayor Morse held seven community meetings in neighborhoods throughout the City in August 2011. The presentation explaining the Budgeting For Outcomes system given at those meetings is here.
