Department: Office of Performance and Accountability, City of New Orleans

Background: Formed in 2011, the Office of Performance and Accountability (OPA) promotes better City services through data-driven decision-making and accountability for delivering results to citizens.

To accomplish this mission, the OPA:

  • Set goals: City leaders, with input from the public and support from OPA, developed a strategic framework to map the City’s overall direction. The City uses the strategic framework in the City’s Budgeting for Outcomes process, where funding is allocated to programs and services that contribute to the accomplishment of the City's goals. Each year, the OPA consults with departments to develop performance goals that align with the strategic plan.
  • Tracks progress: Throughout the year, OPA uses performance measures to track progress towards the goals in the strategic framework and reports results to the Mayor, senior City leaders, department managers, staff, the City Council, and citizens. Performance results are shared publicly in ResultsNOLA performance reports. Key initiatives are further tracked in monthly STAT, or data-driven performance review, meetings.
  • Gets results: In order to improvement outcomes, OPA and City leaders and managers review performance data to understand what’s working, what’s not, and to identify solutions for improvement, which may include making changes to strategies, programs, or the allocation of funds.

Now in its fourth year, OPA performance reporting will be transitioning away from static PDFs and towards a dynamic, web-based environment supported by GovSTAT. The purpose of this transition is to increase visibility of performance data to internal and external users, reduce the reporting burden on departments, strengthen data quality, augment data transparency, and improve reporting credibility through reproducibility. The OPA is looking for a creative, savvy Performance Manager that is passionate about data-driven municipal innovation to lead this transition. The Performance Manager will report to the Director of OPA.

Job Duties: If selected for the Performance Manager position, you will:

  • Lead the implementation of the ResultsNOLA website by:
    • Identifying and overseeing the implementation of a project plan with clear deliverables and milestones, including project schedule, scope, and budget
    • Managing vendor performance
    • Interviewing City personnel from at all levels of City government to understand their needs and develop and modify project implementation strategies accordingly
    • Working with data stewards to map data supply chains, document metadata, and recommend (and in some cases implement) improvements to data collection and management processes
    • Consult with City IT staff, vendors, and other stakeholders on required system integrations
  • Analyze performance data to identify performance improvement opportunities and to communicate the context of performance results to key stakeholders, such as City managers, the Council, and the public
  • Oversee a portfolio of STAT programs for key cross-departmental initiatives
  • Develop and implement other strategic initiatives as assigned or initiated

Desired Education and Experience:

  • At least four years of relevant professional experience in positions where you have used the analysis of data to draw conclusions about performance and identified and driven interventions to improve results. Backgrounds in project management, performance management, consulting, data analysis, and systems implementation (among other fields) are relevant
  • Experience in performance management and/or project management is highly preferred. CPM and CGPM certifications preferred.
  • Experience with open data, business intelligence, process analysis and improvement techniques, and/or EPM systems is preferred.
  • Specialized analytic experience, such as statistical analysis, financial analysis, cost/benefit analysis, and/or GIS analysis is a plus. Coding experience, especially in Python, is a plus. Microsoft Excel expertise is required
  • A graduate degree and/or an advanced certification in public policy, public administration, business administration, project management, or a related field is highly preferred

  • Familiarity with the public sector, especially New Orleans City government, is a plus
  • Positive attitude and willingness to go beyond comfort level to tackle problems
  • A strong desire to transform New Orleans city government into a high-performance organization
