City Announces Six Streetscape Projects

NEW ORLEANS, LA— Today, Mayor Mitch Landrieu announced the start of construction to enhance six of the city’s streetscapes. Streetscape projects improve the area surrounding the roadway through infrastructure improvements such as sidewalks, walking paths, bike lanes, ADA-compliant ramps and lighting or through aesthetic improvement projects like planting trees or shrubs and installing park benches, neighborhood signs and areas for public art. Pedestrian-friendly streetscapes encourage people to walk or bike rather than drive and provide numerous health benefits from both activities. These types of projects improve public areas and help trigger investment in the surrounding community.

“Streetscape projects are very important,” Mayor Landrieu said. “Whether you are walking, biking, or enjoying the shade under a newly planted tree on a park bench, enhancing our streetscapes provides a public benefit to the entire community and help trigger private investment for these neighborhoods still recovering.”

Public input helped determine the scope of each of the twenty-four planned streetscape projects throughout the city. The scope of each project varies. Total budgeted amount for these six projects is $8.23 million, all coming from Disaster Community Development Block Grant (D-CDBG) funding.

Pat Forbes, Executive Director of the state Office of Community Development said, “These six streetscape projects, which are spread across the city of New Orleans – from the Ninth Ward to Gentilly to Mid-City to New Orleans East – will help continue the process of reinvigorating neighborhoods and enhancing residents’ quality of life. We fully expect these investments will further stimulate the recovery and rebuilding efforts throughout the city.”

New Orleans East- Read Blvd. (I-10 Service Rd. to Dwyer Rd.), Crowder Blvd. (I-10 Service Rd. to Dwyer Rd.) and Lake Forest Blvd. (Bundy Rd. to Wright St.)

Plan Elements:

  • New sidewalks along Lake Forest with access to the New Orleans East Regional Library and Joe Brown Park.
  • New seating and trash receptacles at a small park at the corner of Lake Forest and Wright Rd.
  • Installing a new walking path on Lake Forest Blvd from Wright Rd. to Read Blvd
  • Adding about 140 additional lights, and more than 350 new trees.
  • Developing a dedicated bike lane on Read, Crowder and Lake Forest boulevards.

Contractor: Phoenix Global Construction and Command Construction, LLC

Start: April 2012 Completion: Early 2013

Total Cost: $3,000,000

Lower Ninth Ward Streetscape – North Claiborne Ave. (Andry St. to Lamanche St.) & St. Claude Ave. (Reynes St. to Egania St.)

Plan Elements:

  • Creating a walking path in the median along N. Claiborne
  • Creating a space for neighborhood art along N. Claiborne
  • Adding trees and crosswalks along St. Claude Ave. and N. Claiborne Ave.
  • Replacing sidewalk panels

Contractor: Neel-Schaffer

Start: May 2012 Completion: Fall 2012

Total Cost: $1,900,000

Press Drive Landscaping (Chef Menteur Hwy. to Leon C. Simon Blvd.)

Plan Elements:

  • Planting more than 250 trees and over 533 shrubs on median from Chef Menteur to Leon C. Simon.
  • Installing neighborhood signage at Press Dr., as well as denoting the Gentilly Woods and Pontchartrain Park neighborhoods.

Contractor: Spackman Mossop Michaels and Task Force LLC

Start: May 2012 Completion: Early 2013

Total Cost: $246,000

South Claiborne Ave. at Toledano (Napoleon Ave. to Martin Luther King Jr. Blvd.)

Plan Elements:

  • A new memorial commemorating the contributions of nine civil rights leaders (Medgar Evers, Malcolm X, Rev. James L. Reeb, Mrs. Viola Gregg Liuzzo, Jimmie Lee Jackson, Rev. George Lee, Andrew Goodman, Michael Schwerner, and James Chaney),
  • Palm tree-lined walkways from Jackson Ave. to Josephine St.
  • Lighting and landscaping in the median from Napoleon Ave. to Jackson Ave.

Contractor: All South Consulting Engineers, FH Paschen, & SN Nielson & Assocs.

Start: June 2012 Completion: Late 2012

Total Cost: $2,175,000

Tulane Ave. and South Jefferson Davis Pkwy. Streetscape (Baudin, D’Hemecourt, South Clark)

Plan Elements:

  • New sidewalks
  • New benches
  • Installation of ADA-compliant handicapped ramps.

Contractor: Buchart Horn and Three C’s Construction

Start: June 2012 Completion: Late 2012

Total Cost: $300,000

St. Anthony Path (Mirabeau Ave. to Pelopidas Ave.)

Plan Elements:

  • Extending the median along St Anthony from Mirabeau to Pelopidas. The median will be widened to accommodate the new walking path. 
  • Additional trees added along the walking path from Pelopidas to Gentilly.  This project also links a previously state funded project.
  • Adding a walking path along St Anthony from Gentilly to the Interstate 610.

Contractor: GEC and Fleming Construction

Start: June 2012 Completion: Late 2012

Total Cost: $610,000
