NEW ORLEANS, LA – Today, as part of the City’s comprehensive taxicab reforms, the City of New Orleans opened the application process for an Accessible Taxicab Certificate of Public Necessity and Convenience (CPNC). The new license will expand transportation options for people with disabilities by permitting qualified drivers to operate taxicabs that meet American with Disabilities Act (ADA) requirements.
“The City is committed to ensuring that all citizens and visitors have transportation services that are safe, available, and economical,” said Malachi Hull, Director of the City of New Orleans Taxicab and For-Hire Vehicle Bureau. “The new accessible taxicabs will provide for spontaneous transportation needs on our streets; unlike other Para-transit services that normally require at least 24 hours advance notice. This is an exciting step in raising the bar for transportation in New Orleans. ”

Applications should be returned in person to the Taxicab and For-Hire Vehicle Bureau at City Hall, 1300 Perdido St., Suite 2W84. The Accessible Taxicab CPNC costs $300 for the initial license and $300 for renewal.
The Taxicab and For-Hire Vehicle Bureau will hold a lottery for Accessible Taxicab CPNCs on October 11, 2013.Selected drivers will be notified on October 15, 2013. Accessible Taxicabs must be on the streets by December 13, 2013.
In 2012, the City Council passed sweeping taxicab reforms recommended by the Landrieu Administration and Councilmember Kristin Gisleson Palmer. The reforms have improved vehicle standards, increased safety measures for drivers and passengers, strengthened permitting regulations and ethical standards.
Under City ordinance, CPNCs are required to operate all for hire vehicles, which include taxicabs, pedicabs, animal drawn carriages, courtesy, limousine, non-emergency medical transportation, general charter, and sightseeing vehicles. These regulations are in place to ensure that every City of New Orleans’ citizen and visitor has access to safe, efficient, reliable, and accessible for hire transportation.
Accessible Taxicab drivers can pick up other passengers, but they must give priority to service requests from people with disabilities and those who use wheelchairs or mobility scooters. AT drivers cannot accept another fare while en route to a service call by a person with a disability.
City code requires that CPNCs be in the name of the registered owner of the vehicle. This new opportunity gives drivers who have not previously held CPNCs a chance to secure one.

To be eligible, drivers must provide proof that they have been a full-time driver holding a Taxicab Bureau-issued permit for five years.
Drivers must also be pre-approved for the purchase of an accessible vehicle that complies with ADA guidelines regarding door heights, interior clearances and other specifications. Vehicles that have been modified or custom-built must fully comply with all relevant Federal Motor Vehicle Safety Standards. Vehicle models must be approved by the Mayor’s Advisory Council for Citizens with Disabilities.
