As the Department of Safety and Permits and the Taxicab and For Hire Vehicle Bureau continue making strides to enhance your customer experience, we have developed an appointment schedule for renewals of all Certificates of Public Necessity and Convenience for the 2016 calendar year. 

These renewal appointments will begin on January 5, 2015 and will be scheduled daily through March 4, 2016.

The best way to ensure fast, efficient service is to appear on your scheduled appointment date with your completed application and all required documents.  Unless your scheduled appointment is in February, failure to renew CPNCs by January 31 will result in penalty fees pursuant to Section 162-186 of the City Code. 

Due to the number of Certificates, it is not possible to reschedule if you are unable to make this appointment. To serve those who may have other obligations which do not allow them to keep this appointment, the Bureau will have morning operating hours on Saturdays in January, beginning on January 23, 2016, during which time we will see customers whose appointment date has passed on a first-come, first-served basis. 

These renewal appointments will begin on January 5, 2015 and will be scheduled daily through March 4, 2016.

In General

Certificates of Public Necessity (or CPNCs) are required of all for hire vehicles - AT Taxicab (Wheelchair-accessible), Pedicabs, Animal Drawn, Courtesy, Limousine, Taxicab, Non-Emergency Medical Transportation, General Charter, Sightseeing - to ensure that every City of New Orleans’ citizen and visitor has access to safe, efficient, reliable, and accessible for hire transportation. Before applying, please familiarize yourself with New Orleans City Code, Chapter 162 and govern yourself accordingly.

In addition, we strive to ensure that every customer is treated with courtesy, dignity and genuine hospitality. We understand that these services are essential to the city’s overall tourism and business industry; therefore, our goal is to work with the citizens, for hire industries, tourism industries, and various stakeholders to implement the highest service standard.  These service standards will ensure customer satisfaction and promote the core values and objectives of the New Orleans Taxicab and For Hire Vehicle Bureau.

Duration: Expires each year on Dec. 31, applicants must renew by January 31st, late fees apply after this date. CPNCs not renewed by Mar. 31st  will be suspended and set for revocation.

Restrictions

  • Renewal Applicants must have an active CPNC for the previous year.

Required documents/steps

Each holder (partner or principal officer if applying as a corporation, partnership, or LLC), is required to submit the following information individually. Documents may be submitted in hard copy or digitally via flash drive or CD – digital submissions must contain scans of live signatures. O

  1. One Completed Application PAGE 1 & PAGE 4 for each individual (partner or principal officer if applying as a corporation, partnership, or LLC) Do not leave blanks: note N/A if not applicable. Please note that an incomplete application will not be accepted. Application must be completed, signed and notarized
  2. If address has changed, Proof of Residency for a period greater than six (6) months Documents accepted: Utility bill, Water bill, Landline Telephone bill, Mortgage, Homestead Exemption, or Notarized Rental Agreement (If bill is in the name of a spouse, copy of marriage certificate must also be supplied)

Each CPNC Holder must submit

The following items must be submitted for each CPNC Number

One Completed Application Vehicle Information Section of PAGE 3 per CPNC.

Line Letter – A letter from the for hire vehicle company under which the CPNC will be operating. If the holder has multiple Taxi CPNCs on the same line, then all may be listed on the same line letter submitted once.

Proof of required insurance. Accepted documents: Certificate of Liability Insurance / Declaration Page

Vehicle Registration

Pay Fees (see Fees below) Forms of payments accepted: Check, money order or cashier’s check payable to The City of New Orleans or Mastercard / Visa / Discover credit card.

FAQs

If I am going to miss my appointment, should I call to reschedule?

Due to the number of CPNC holders the Bureau will have to address, it is not possible to reschedule. You should plan to come to the office during the 8AM to 12PM Saturday office hours.
