City Planning Commission

The New Orleans City Planning Commission is a nine member citizen board appointed by the Mayor and approved by the City Council. The Planning Commission provides analysis and recommendations to the City Council on matters dealing with the present and future development of the City, in accordance with the goals and policies of the City's Plan for the 21st Century or the Master Plan. This includes reviewing, approving, and/or recommending to the City Council requests for master plan amendments, map changes, text amendments to the Comprehensive Zoning Ordinance (CZO), appeals and subdivisions. The Planning Commission meets the second and fourth Tuesday of each month (unless otherwise indicated) at 1:30 p.m. in the City Council Chambers.  

Board of Zoning Adjustments (BZA)

The Board of Zoning Adjustments (BZA) is a seven member board made up of citizens that are appointed by the Mayor and approved by the City Council. The Board hears and makes final decisions on requests for variances from the requirements of the Comprehensive Zoning Ordinance and considers appeals of decisions by the Director of Safety and Permits. This Board was placed under the management of City Planning by a City Charter revision that became effective on January 1, 1996. The Board of Zoning Adjustments meets the first Monday of each month (unless otherwise indicated) at 10:00 am in the City Council Chambers.

CPC Now Accepting Certain Land Use Applications for STRs

The District Court for the Eastern District of Louisiana has issued its ruling on the ongoing legal challenge to short-term rental ordinances in New Orleans. The City’s ordinances have largely been upheld and the Temporary Restraining Order/injunction has been lifted. City Planning Commission will now accept CONDITIONAL USE, SPECIAL EXCEPTION and IZD APPEAL applications for STRs and B&Bs.

Master Plan Amendment Requests for Planning Districts 9 through 13

Master Plan Future Land Use Map (FLUM) requests for Planning District 9 (PD09-01 through PD09-10) were considered at the March 5, 2024, Special City Planning Commission hearing. FLUM requests for Planning District 9 (PD09-11 through PD09-18) were considered at the March 12, 2024, CPC hearing. The remaining requests from Planning District 9 and Planning District 10 will be considered at the regularly scheduled meeting on March 26, 2024. Master Plan FLUM requests for Planning Districts 12 and 13 will not be heard at the March 26, 2024, CPC meeting.

CANCELLED - Special CPC hearing on February 20, 2024

The Special CPC meeting on February 20, 2024, is CANCELLED to consider Planning Districts 9-13 Master Plan Future Land Use Map (FLUM) amendment requests. Items will be heard at the March 5, 2024, Special CPC hearing and a second Special CPC hearing, the date of which is pending.

The Monday, January 29 Board of Zoning Adjustments special meeting will be held at the Orleans Parish School Board at 2401 Westbend Parkway, Suite 1050. The meeting will stream exclusively on YouTube.

The purpose of the Neighborhood Participation Program for Land Use actions is to provide timely notification of any proposed land use action affecting a neighborhood and to provide the opportunity for meaningful neighborhood review of and comment on such proposals.

Brownfields Program

The CPC Brownfield Program is tasked with supporting project redevelopment and environmental clean-up. Following the EPA guidelines for cleanup and reuse are essential to ensure the contamination does not affect the quality of life of residents. Brownfield funding help to bridge the financial gap when expensive contamination/assessment and clean-up are needed.
