Mow to Own Program

The Mow-to-Own, Good Neighbor Opportunity Program empowers adjacent property owners to acquire qualifying properties adjudicated to the City of New Orleans.

Eligible applicants must own and reside at an adjacent address on the same street, maintain and upkeep the lot, and pay the Land Value according to the Orleans Parish Assessor at the time of application and closing costs for the lot after maintaining the lot for one full year. Co-applicants must also meet eligibility requirements.

Please note that only the properties on this list are eligible. Only completed applications will be considered.  

Note the Land Value can be found by searching the tax bill number on the Assessor’s website.  

All approved applicants must tender guaranteed funds of $650.00 as a deposit after they are notified of acceptance into the program. Applications for the program will be processed in 30 days. Approved applicants will be informed of acceptance and sent the agreement to execute and return with their deposit. Rejected applicants will be sent a letter informing them of the reason for rejection. After one year of caring for the vacant lot, participants will receive a closing date. At that time, participants will be given an $875.00 credit for taking care of the lot.  

The City makes no representation as to what may be done with lots acquired through the program. Additionally, the applicant bears any costs associated with Safety and Permits, and all applicable zoning laws apply. Any questions should be directed to mow2own@nola.gov.

FAQS

THE VACANT LOT NEXT DOOR TO ME IS NOT ON THE LIST.   WHEN WILL THE PROPERTY I WANT BE AVAILABLE?

Not all properties are eligible for the Mow to Own program.  Eligible properties were chosen based on their adjudication status, title history, size, and the absence of a structure or building on the lot. Properties may become eligible for the program in the future. However, there may be other ways to obtain such properties such as: contacting the owner directly, visiting CivicSource.com to see if the property is being offered at a tax sale or adjudicated property sale, or by contacting Code Enforcement to see if it qualifies for a Sheriff Sale (i.e. if the property is blighted or a public nuisance at codeenforcement@nola.gov). Prior to investing in any of these programs, consult your private attorney or title company.

ARE PROPERTIES LOCATED IN FRONT OF ME OR BEHIND ME ELIGIBLE FOR PURCHASE?

Only properties that front on the same street as your house are eligible for the program.

POST SALE WILL THE PROPERTY BE FREE OF PAST TAXES AND ALL ENCUMBRANCES? WILL THERE BE CLEAR TITLE?

The properties will be clear of taxes and encumbrances owed to the City.  Participants must purchase title insurance at the time of closing on the sale. However, applicants should consult their private attorneys about any liabilities or limitations.

IF THE OWNER REDEEMS THE PROPERTY BY PAYING THE BACK TAXES DURING MY YEAR AS AN APPLICANT DO I GET MY GRASS CUTTING AND DEBRIS REMOVAL COSTS BACK?

The $650 deposit will be refunded. Consult with your private attorney for recourse on other types of costs. Applicants to the program take the risk that funds spent on grass cutting and debris removal may not be reimbursed.

HOW WILL THE CITY CHECK WHETHER THE APPLICANT IS CUTTING THE GRASS?

The Office of Code Enforcement will routinely monitor maintenance and upkeep of the property during the term of this agreement.  Failure to abide by the terms of agreement will result in revocation of the application and the deposit will be forfeited.

HOW MUCH WILL I PAY FOR THE PROPERTY ONCE THE YEAR OF TAKING CARE OF THE LOT IS UP?

The $650 deposit will be credited toward the purchase, plus a $875 mowing credit.  Closing costs which are generally between $1,000 and $3,000, and title insurance will be added will be added to the assessed value, as shown on the Orleans Parish Assessor’s website of the property. Example: 100 Main St has a land value of $8,000.00 at the time of application and closing costs are $1,500.00 then you would pay $8,000.00 +$1,500.00 -$650.00 - $875.00 = $7,975.00 (final purchase price).
