HOPWA Modernization

The Housing Opportunities for Persons with AIDS (HOPWA) grant, administered by the Office of Community Development (OCD) and funded by the Office of HIV/AIDS Housing (OHH) has been operating under the same statute and regulations since 1992.  As of July 29, 2016, the formula for allocation of funding changed.  The change known as the HOPWA Modernization this change will impact the City of New Orleans.  In the past, the grant was awarded to the City as a formula grant that was based on the cumulative number of individuals living with HIV or AIDS cases, census information and other factors. This formula counted deceased individuals as well as those living with HIV/AIDS.  The modernization award will be based on the current number of individuals living with HIV or AIDS epidemic numbers.  It requires that 25% of the funds be distributed on the current population living with HIV or AIDS, local fair market rents, and the poverty rate of the State in order to target areas with the greatest need. This change will be phased in over a five-year period. The projections for FY 18 – FY 22 indicates that New Orleans will see a significant decrease in HOPWA funds.

To assist the City to prepare for the decrease in funding, the City has requested and is receiving technical assistance from the Housing and Urban Development (HUD).  Based on the current data, the City needs to change its model of how funding is awarded.  In the coming months, OCD will be holding several meetings with the Project Sponsors, Community and Stakeholders groups to develop the new model.

Housing Opportunities for Persons with AIDS (HOPWA)

The City of New Orleans, through the Office of Community Development (OCD), announces the availability of funds for community based, not-for-profit and faith-based organizations that implement programs addressing housing and supportive needs for persons living with HIV/AIDS.  All organizations applying for 2019 HOPWA funding are required to submit the Registry of Organization Application and NOFA Application.  The Registry is the first step that ensures the applicant meets minimum eligibility requirements to receive federal grant funds.  Certification on the Registry does not guarantee funding of the program. The completed Registry application must be emailed to Donna Jones-Pearson at dmpearson@nola.gov no later than Friday, October 25, 2019, 3:00PM Central Standard Time.  An original and three (3) hardcopies of the NOFA application must be delivered to:  The Office of Community Development, 1340 Poydras Street, 10th Floor, N.O., LA 70112, no later than Friday, October 25, 2019, 3:00p.m. Central Standard Time.  In addition, the HOPWA Application and Registry Application are required to be emailed in PDF format to Madelyn Cosey Sanchez at mcsanchez@nola.gov with the subject line “2019 HOPWA NOFA APPLICATION - Your Agency’s Name OR a universal serial bus (USB) flash drive delivered with the application submission no later than Friday, October 25, 2019 at 3:00 PM Central Standard TimeProposals must be complete at the time of submission.  No addendums will be accepted after the deadline date for submission of proposals. Applicants who physically deliver the proposal must have their proposal and copies logged in and complete a sign-in sheet with OCD staff at time of delivery. Under no circumstance should an applicant leave a proposal at the Office of Community Development without completing the required log-in procedure.  Applicants who mail proposals should do so by certified mail, return receipt requested, or through overnight mail services allowing enough time for the proposal to be received by the deadline date and time. Per Submission Informational session will be held on Wednesday, October 16, 2019, 1340 Poydras Street, Suite 1000, New Orleans, LA 70112, 9:30AM-11:30AM.
