City of New Orleans breaks ground on South Carrollton Ave. Streetscape and intersection improvements

NEW ORLEANS, LA – Today, Mayor Mitch Landrieu and City officials broke ground on the South Carrollton Avenue Streetscape and Intersection Improvements Project. The City is overseeing a series of infrastructure improvement projects on South Carrollton Avenue from Pontchartrain Expressway/Interstate-10 to Palm Street and on interior streets in the Gert Town neighborhood. Some projects were previously planned and others are being constructed in association with construction of the new Costco Louisiana Warehouse which is scheduled to open this summer.

“The City of New Orleans is committed to improving drainage, traffic flow, and pedestrian accessibility around the new Costco Louisiana Warehouse.” Mayor Mitch Landrieu said. “These public infrastructure improvements are an example of targeting our limited resources to investments that will create new jobs, generate new tax revenue, improve retail options in the city, and facilitate redevelopment of a previously vacant property.”

City Council President Jacquelyn Brechtel Clarkson said, “So much development is happening, that streetscape improvements are not only critical, but are also necessary for the area to have an appealing aesthetic.”

District A Councilmember Susan Guidry said, “Not only does today’s groundbreaking bring the highly anticipated opening of Costco one step closer, it marks the moment when this portion of the Carrollton Corridor is finally getting long awaited improvements and enhancements. New Orleans residents and visitors traveling on Carrollton Avenue and on the streets surrounding the Costco development will benefit from the improved pedestrian access and sidewalks, improved traffic flow and signals, and improved drainage while being able to shop and keep their tax dollars in Orleans Parish.”

District B Councilmember LaToya Cantrell said, “I welcome the new streetscape improvements along South Carrollton Avenue as we prepare to celebrate the opening of the city’s new Costco store. These improvements and the new store construction will work in tandem to revitalize this portion of District B. Thanks to the Mayor’s Office and all of the business leaders and other elected and governmental officials who have worked to make these improvements a reality.”

South Carrollton Avenue Streetscape Project
A streetscape is a public improvement project that enhances the public area and triggers subsequent recovery and investment in surrounding neighborhoods. The South Carrollton Avenue Streetscape Project will run along South Carrollton Avenue from Palm Street to Pontchartrain Expressway/Interstate-10. The scope of the South Carrollton Avenue Streetscape Project includes installation of Americans with Disabilities Act-compliant curb ramps at crosswalks, replacement of sidewalks at intersections and in specific sections where repair is needed, installation of barrier curbs, improvements to existing traffic lights, and improvements to crosswalks.

South Carrollton Intersection Improvements
The South Carrollton Intersection Improvements project includes street grading and storm water drainage improvements, curb replacement, repair or replacement of nearby sidewalks, new traffic signals indicating left turn lanes from South Carrollton Avenue onto Dixon Street and a left turn lane from South Carrollton Avenue onto Palmetto Street.

Costco Infrastructure Improvements
Infrastructure improvements around the Costco Louisiana Warehouse are currently underway. These include demolition of existing frontage, grading of the roadway, new road striping, improved curbs, gutters, and sidewalks, improvements to storm water drainage, sewerage and catch basins, installation of new landscaping and streetlights, construction of a deceleration lane on Palmetto Street, warning beacons on the Pontchartrain Expressway/Interstate-10 and at the exits, and a new traffic signal at the intersection of Dixon Street and Dublin Street.

The infrastructure improvements projects are funded by Disaster-Community Development Block Grants (D-CDBG). The combined value of the projects is approximately $5.5 million. The infrastructure improvements were designed by Urban Systems of New Orleans and are being constructed by Roubion Construction of New Orleans and Fleming Construction of Kenner. These improvements will be completed this summer.

It is important that the City continues to invest in infrastructure improvements as this serves as a remainder to the world--- New Orleans is open for business and is diligently working to attract major retailers."

Deputy Mayor of Facilities, Infrastructure, and Community Development Cedric Grant said, “These infrastructure improvements are a serious commitment by the City that will help facilitate the success of the Costco Louisiana Warehouse. Citizens should exercise caution when driving, bicycling, or walking in the vicinity of this construction.”

Costco Louisiana Warehouse
Costco is building a brand new, 148,000 square foot warehouse at the 14.7-acre site formerly occupied by the Carrollton Shopping Center. The project will create approximately 200 full and part-time jobs, utilize 120 prevailing-wage local construction positions, and result in a capital investment of over $40 million.
