Assistant City Attorney (Contracts)

Description

The City Attorney’s Office for the City of New Orleans (the “City”) is currently seeking a qualified lawyer to join the Contracts Division of the Law Department. In accordance with City Code Section 4-401, and particularly its paragraph no. 5, the role of the Contracts Division is to review and approve contracts entered into by the City for legal sufficiency and compliance with governing statutes and regulations.  In that role, the Contracts Division provides a wide range of daily counseling services to the City departments, boards, commissions, and officials on transactional matters. 

Duties and Responsibilities:

The Assistant City Attorney will be expected to perform the following duties and responsibilities, among others:

  • Negotiate, and/or review, and/or prepare contracts (e.g. professional service agreement, bid contract, cooperative endeavor agreement, grant, subrecipient agreement, memorandum of understanding, lease, act of subrogation, etc.).
  • Provide advice and counsel regarding local, state, federal contract and procurement laws.
  • Develop or revise policy(ies) regarding contracting and/or procurement processes.
  • Assist the Law Department’s In-House Division with legal research and/or feedback on policies and/or practices impacting contract and/or procurement matters.
  • Assist the Law Department’s Litigation Division with pre-litigation activities (e.g. notice of default, termination letter, collection letter, cease and desist letter) and/or during litigation.
  • Interact with outside private individuals or entities (contractors, suppliers, vendors, etc.), as well as with representatives of local, state, federal agencies.

Qualifications:

  • Applicants must be licensed attorneys, in good standing and admitted to practice law before the Supreme Court of Louisiana.
  • Applicants must be domiciled in Orleans Parish within 180 days of hire.
  • Three or more years of full-time experience as a practicing attorney is preferred.  
  • Experience with federally funded contracts (i.e. FEMA, HUD, and CDBG) and emergency preparedness preferred.  
  • Previous experience working in municipal, state, or federal government is preferred.
  • A willingness to collaborate, a professional work ethic, and attention to detail are required.
