Job Description:
The Associate City Planner, under supervision, participates in many aspects of urban planning, including:
- Creating detailed plans, reports, and studies relevant to zoning and land use
- Creating and drawing urban maps that depict zoning and land use issues
- Studying proposals for conformity with standards
- Taking part in research studies and projects
Necessary Job Skills
- Knowledge of the principles of city planning regarding municipal and public utility work
- Some knowledge of the functions of governmental agencies and legal procedures
- Ability to conduct surveys, compile data, and prepare comprehensive reports

CITY PLANNER (CLASS CODE 4302)
Job Description:
The City Planner works mostly independently to direct a technical phase of urban planning. This work can include:
- Making surveys, analyzing data, and preparing recommendations on social, economic, and environmental issues
- Reviewing the submission of zoning petitions and land use proposals to ensure compliance with applicable laws
- Preparing studies and reports
- Designing maps of city or city areas, in respect to zoning and land use issues
- Providing advice to local citizens inquiring about city planning and zoning regulations and ordinances.
- Conferring with parish, state, and federal agencies regarding regional planning, public housing, civil defense and related activities
- Representing the department and making presentations at public meetings
Necessary Job Skills
- Knowledge of the principles, practices, methods, and techniques of urban planning
- Knowledge of the functions of government agencies and legal procedures
- Ability to conduct surveys, compile data, and prepare comprehensive reports

SENIOR CITY PLANNER (CLASS CODE 4303)
Job Description:
The Senior City Planner performs supervisory, administrative, and technical work in a specialized technical aspect of Urban Planning. The Senior City Planner may supervise a small number of technical and clerical employees, and work mostly independently under the supervision of Planning Administrators.
Specific job duties may include:
- Overseeing the work of a planning unit
- Conferring with commissions and boards, government officials, consulting engineers, and private civic groups
- Evaluating zoning petitions and land use proposals for conformity to established plans and ordinances, development impact, and environmental impact; and making recommendations
- Working in close association with the officials of various public and private agencies engaged in coordination and directing federally funded programs
- Preparing and directing detailed studies and reports of major problems of urban planning
- Preparing and writing grant application components relating to land use or site plans
- Responding to local citizens inquiring about city planning and zoning regulations and ordinances
- Designing zoning maps of city or city areas

Job Description:
The Principal City Planner performs advanced analysis of technical data and major project work in the field of city planning. Principal City Planners are responsible for major planning functions or projects requiring combinations of skill in research, analysis development, and interpretation of planning concepts and implementation. The Principal City Planner supervises a small number of planners, and works mostly independently under the direct supervision of Planning Administrators with considerable latitude for independent initiative and judgment.
Specific job duties may include:
- Acting as lead planner of a planning specialization
- Conferring with commissions and boards, government officials, consulting engineers, and private civic groups
- Reviewing zoning petitions and land use proposals for conformity to established plans and ordinances, development impact, and environmental impact; and making recommendations
- Working in close association with the officials of various public and private agencies engaged in coordination and directing federally funded programs
- Preparing and directing detailed studies and reports of major problems of urban planning
- Preparing and writing grant application components relating to land use or site plans
- Responding to local citizens inquiring about city planning and zoning regulations and ordinances
- Designing zoning maps of city or city areas
- Serving as a member of a planning task force composed of City, County or State groups
- Providing specialized management support to the Planning Administrator
- Allocating work assignments and making deadlines and quality standards.
- Coordinating with planning consultants on contracts and planning matters as they relate to the department
- Explaining staff recommendations to administrative, legislative bodies and civic organizations
- Directing the preparation of prospective plans and requests for proposals for individual development sites
- Reviewing proposed council ordinances and zoning board cases for impact on zoning practices

Minimum Qualifications
EITHER: A Master's Degree in City Planning or a closely related field from an accredited college or university* and three (3) years of full-time professional urban planning experience. One (1) year of this experience must have been in an exempt (salaried) capacity. Professional planning experience must have been gained after the receipt of a Bachelor's degree.
OR: A Bachelor's Degree from an accredited college or university* and (5) years of full-time professional planning experience. One (1) year of this experience must have been in an exempt (salaried) capacity. Professional Planning experience must have been gained after the receipt of a Bachelor's degree.
